Pre-Construction Services

Cinmar Plus Fit Out Décor Works (CPFO) quickly responds to the needs of its customers in the early stages of project development. Fast track techniques are applied where information is limited or preliminary in nature.

Our Pre-Construction Services consist of the following:

  • Working with project architects, engineers and interior designers to value engineer the project for the owner’s benefit
  • Submitting drawings to the building departments for plan reviewing and tracking progress
  • Actively defending/representing client’s interests to minimize costs, maintain quality, develop and control schedules, etc.
  • Contacting subcontractors for bidding process


The pre-construction phase of a project is as critical as the construction itself. There is no substitute for proper planning.

Our Pre-Construction Services are an important part of our construction project management, which is the overall planning, coordination, and control of a project from inception to completion aimed at meeting a client’s requirements in order to produce a functionally and financially viable project.

Our Pre-Construction Services grew out of construction cost estimating to encompass the other activities in planning a project. The intent is to work with the project’s owner to help deliver a satisfactory project that meets the owner’s objectives. In addition to estimating, the preconstruction team participates in design decisions, evaluations, studies, value engineering, value analysis, scheduling, constructability reviews, and more. Design costs, permitting, land acquisition, and life-cycle costs may also be evaluated.
